Capability needs
clear authority.

Define who can act, what they can touch, and which decisions still belong to a person.

Authority travels with the work.

A project should carry its scope: the actor, the objective, the permitted tools and resources, and any decision that needs human review.

These boundaries belong in the system that mediates action. Natural language guidance helps explain intent, but it is not a replacement for access controls at the execution boundary.

Separate policy from proof.

A policy statement expresses the intended rule. An enforcement mechanism constrains the action. An audit record provides evidence of what occurred. Each must be evaluated on its own.

Recording context does not prove action enforcement, and action enforcement does not automatically prove network, process or data containment.

Start with concrete questions.

Good governance can be inspected in the details of a deployment.

  • Which identity performs the action?
  • What resources can that identity access?
  • Where are approvals required and recorded?
  • How can access be revoked?
  • What evidence demonstrates the boundary?
